4A Corporation Overview

The MEDC-4A was established on September 8, 1997, following voter approval of a dedicated one-half (1/2) of one percent (1%) sales tax for economic development. Operating under Section 4A of the Development Corporation Act of 1979 (as amended in 1989), MEDC-4A functions as a non-profit, tax-exempt Texas Corporation legally separate from any other board or commission of the City of Magnolia.

Legal Foundation & Establishment

The Magnolia Economic Development Corporation (MEDC-4A) operates as a dedicated entity focused on fostering economic growth and development within the Magnolia area. Established through the State of Texas Development Corporation Act, our organization's structure and bylaws provide the framework for our economic development initiatives.

MEDC Operational Oversight

  • The Board meets monthly (second Thursday at 4:00 p.m.) at City Hall in the Sewall Smith Council Chambers
  • Development of annual fiscal year budget and projects based on sales tax projections
  • All budgets and projects require City Council approval
  • Subject to both the Open Meetings Act and Public Information Act requirements

Project Authorization & Bylaws

Under our bylaws and Section 4A authorization, MEDC can fund projects that:

  • Facilitate manufacturing and industrial activity
  • Create or retain primary jobs
  • Provide land, buildings, equipment, and facilities for economic development
  • Support targeted infrastructure improvements
  • Develop industrial facilities, research centers, distribution centers, and corporate headquarters
  • Support job training facilities for higher education institutions

Additionally, MEDC-4A has authorization to fund Type 4B projects that further enhance economic development opportunities

Relationship to City Government

While operating as an independent entity, MEDC-4A maintains close coordination with the City of Magnolia:

  • City Council provides oversight and approval for major initiatives
  • Maintains separate legal and financial structure from city government
  • Serves as a critical link between the business community and municipal leadership
  • Collaborates with the Magnolia Community Development Corporation (MCDC-4B)
